Radnor Township School District must face “brutal facts,” including what some officials say is a “structural problem” with how the district is funded and how it spends money according to Superintendent of Schools Linda Grobman. For example, by the year 2015-16 the school district could spend almost the same amount on benefits as it will on salaries, according to a five-year budget outlook. Despite “significant” staff and teacher layoffs and furloughs made last summer that saved about $2 million and required the kind of “program modifications” that never before had to be made, the outlook for the district continues to include annual operating deficits. The five-year budget projection that business administrator Timothy Vail presented to the school board assumes that real-estate taxes will be increased to the state-limit level every year; federal revenues will remain fairly constant; and state subsidies will remain flat for 2011-12 and then increase by 2 percent thereafter. A public budget workshop is scheduled for Saturday, Jan. 15, at Radnor High School. The school board is set to approve the 2011-12 final budget June 14.
